Neal Hochberg
Senior Managing Director, Forensic and Litigation Consulting

Neal Hochberg is a senior managing director in the FTI Forensic and Litigation Consulting segment and is based in New York. Mr. Hochberg has more than 30 years of professional experience. For the last 16 years, he has focused exclusively on accounting and forensic investigations, complex economic and financial matters in disputes and matters involving financial reporting, internal investigations, securities derivative, FCPA and 10(b)(5) claims. He also has extensive expert witness testimony experience, has served as an arbitrator, mediator and in court appointed roles as independent panel and special master.
Mr. Hochberg has worked extensively with outside counsel in representing boards and special committees in independent and internal investigations, securities derivative and 10(b) (5) claims, FCPA and other matters.
Mr. Hochberg’s forensic and financial investigation engagements include examinations into acquisition accounting, accounting irregularities and financial misreporting, purchasing and inventory diverting schemes, fraud and embezzlement, vendor "kick-back" schemes, banking and securities industry issues, and compliance issues for major multinational companies.
Mr. Hochberg’s relevant FCPA experience includes leading financial and forensic accounting investigations on a global basis in investigating allegations of inappropriate behavior and suspected violations of the FCPA by U.S. Corporations, agents, or foreign operating divisions. Matters investigated have included allegations centered around payments to officials through Joint Venture partners, and other inappropriate payments to tax authorities through agents or other third-party intermediaries.
Mr. Hochberg’s career includes service as a forensic and litigation partner at two of the Big 4 accounting firms and as an audit partner at another international accounting firm. In addition he was an executive vice president, chief financial officer and member of the board of a diverse manufacturing company. Mr. Hochberg coordinates FTI’ s Global Investigative & Forensic Accounting practice group.
Mr. Hochberg holds a B.S.B.A from the University of Florida with honors. He is a Certified Public Accountant licensed in the state of Florida and a Certified Fraud Examiner. Mr. Hochberg is a member of the American Institute of Certified Public Accountants, Florida Institute of Certified Public Accountants and the Association of Certified Fraud Examiners.

Joe Looby
Senior Managing Director, Technology
FTI Consulting
Joe Looby is a senior managing director in FTI’s Technology segment, and is global leader of the Document Analytic practice. The Document Analytic practice delivers advanced technology and consulting expertise to save time and money on electronic document reviews. Joe specializes in antitrust second requests, accounting investigations, and complex litigation. He has provided expert testimony and consulting on economic and technology issues and has appeared before regulatory agencies on diverse technology matters. Joe is a former U.S. Navy JAG Lieutenant, an experienced regulator, and patented software developer.
Mr. Looby has spoken and written extensively on litigation technology, electronic evidence and computer forensics, and he is a contributing author and lecturer at the Sedona Conference, for projects including: Search & Retrieval Sciences; and, E-Discovery Quality Methods & Metrics. Joe has also participated in studies on search technology effectiveness, sponsored by the National Institute of Standards and Technology (NIST) and DOD Advanced Research and Development Activity (ARDA). His industry experience includes advertising, banking, government, healthcare, hospitality, insurance, manufacturing, mining, pharmaceutical, technology, and staffing sectors.
Prior to joining FTI, Mr. Looby provided forensic technology leadership to Deloitte’s National Audit Technology Steering Committee, on the implementation of SAS 99 to detect fraud in financial statement audits; he trained a team of more than 50 forensic technologists and accountants on the FASTech data interrogation approach; and, he led Deloitte’s nationally deployed FASTech teams to perform forensic procedures for high-risk billion-dollar market cap audit clients.
Prior to that, Mr. Looby was associate counsel for New York State’s Environmental Enforcement Agency. There he prosecuted air, water and solid waste enforcement actions and served as liaison with EPA’s Enforcement Steering Committee, the Environmental Council of States (ECOS), DOJ, NOAA, DOI and Native Tribes. Mr. Looby also served as a. U.S. Navy Judge Advocate General (JAG) Lieutenant where he prosecuted and defended service members at courts-martial and administrative discharge boards.
Mr. Looby is credited with developing the FASTech Profiler, a proprietary software tool that creates interactive maps to the GL (called "profiles") and VISTA, a software program used by hundreds of professionals to track the detection and resolution of environmental enforcement violations. Joe has a B.A. in economics from Fordham University and a J.D. from Union University School of Law at Albany. He is a certified fraud examiner, a member of the Association of Certified Fraud Examiners and is licensed to practice law in New York and Connecticut.
